The Realm Compact (Tipsprek: 𐍂𐍅𐌺𐍉𐌼𐍀𐌰𐌺𐍄 tr. Rykompakt) is a voluntary intergovernmental organization composed of former Tiperyn and its former overseas territories. The Compact, as it is sometimes referred to, was founded in November 2020 as a socio-political association bounded by historical and cultural similarities, as well as good relations with Tiperyn. With the exception of Nasiria and Chimchag, which send a delegation to summits separate from Tiperyn, member states are independent of the Holy Tiperyn Realm.

Member states are not obligated to maintain good relations or defense-based relations with each other, but the Realm Compact does provide a forum for social and cultural discussions. The foundation of the Realm Compact coincided with the creation of the Realm Language Councils — an outgrowth of the Realm Academy of Language — which would oversee an integration of the various overseas dialects of the Tipsprek and Anglic languages into the official study of those languages in Tiperyn. Although not a military-focused organization, as some Realm Compact members are also members of the North-South Concordant — of which Tiperyn is a leader — it has been speculated that the formation of the Realm Compact was also a reaffirmation of Tiperyn's commitment to defending its former colonies — particularly Arroyo-Abeille and New Valentina who are situated near rival Brigantica.

While Tiperyn has espoused that the Realm Compact is not a defense organization and unrelated to the North-South Concordant, it has been met with skepticism from the international community — especially from its rivals. The Zahavan government for example has referred to the organization as a form of Tiperyn neo-colonialism, while the League of Free Nations sees it as an attempt for Tiperyn to strengthen its influence abroad. Realm Compact Chairperson Cain Lowham — also the Archcardinal of Tiperyn — has stated that former territories that oppose Tiperyn on defense or strategic grounds, such as Brigantica and Tonkina, would be barred from joining the organization despite its cultural focus.

Membership

There are three levels of member in the Realm Compact. Realms and Republics are co-equal independent states, with Realms recognizing the Empress of the Holy Tiperyn Realm as their head of state while Republics do not. Under the Realm Compact's terminology, even states which have their own monarchs are still classified as Republics. Represented Territories meanwhile are still overseas territories of Tiperyn, but are autonomous enough and prosperous enough culturally and economically to earn a place at Realm Compact summits.

Sub-organizations

Realm Language Councils

The Realm Language Councils is an academic of council of the Realm Compact's leading scholars in the Tipsprek and Anglic languages chaired by the Chancellor of the Realm Academy of Languages. Its goal is to provide an internationalized authority on its target languages — the main indigenous languages of Tiperyn — and provide a forum for discussion on its history and future. The creation of the Realm Language Councils coicided with the formation of the Realm Compact and a directive from the Realm Academy of Languages Chancellor to integrate study of the various overseas dialects of Anglic and Tipsprek into the university's curriculum.

It is also a specific goal of the Tiperyn Ministry of Diplomacy to use the Realm Language Councils and Realm Compact as avenues for increased funding and propagation of Tipsprek and Anglic education abroad and the strengthening of them as lingua franca.

Realm War Graves Service

An organization originally founded in 1963, the Realm War Graves Service was subordinated to the Realm Compact upon its founding. The service is responsible for marking, recording, and maintaining the graves of service members of the Tiperyn Realm Defence — including soldiers serving in an overseas territorial army. The Realm War Graves Service is also the primary entity within the Tiperyn government which conduct repatriation missions of war dead from historical battlefields to their home nations, including historical enemies and allies. Since its founding, it has primarily been focused on the war dead of the Great Kesh War, Grand Campaigns and the Nasiri Civil War.

Within the scope of the Realm Compact, the service has extended its domestic services to members of the Realm Compact. This means that the cost of maintaining the war dead of former overseas territories while Realm territories is subsidized by the Tiperyn government and official Tiperyn Realm Defence gravestones are provided to the families of territorial service members for free.
